As a member of the delegation of Ukraine we are grateful for possibility to participate in this debate. Since the dissolution of the Soviet Union in 1991 Ukraine became independent nation. From this moment our country was improving its own economy. As a developing European country Ukraine wants to improve its own health care system. However nowadays when information technology is changing rapidly fast it is more harder to be comparable to the most developed countries even if they are neighbours. What is more our health service due to the lack of funds could not implement any computer systems, so system that we could afford is using paper. Of course there is also private health care sector, in which there is implemented computer system, but average wage does not allow to use that kind of health care. Going forward e-health system needs not only computers to work, but also network infrastructure, which in some places in the East of Ukraine does not exist. Another problem which does not allow to stabilize our country is ongoing war in the East. People living there often do not have access to electricity and implemented computer system could not work, not to mention network infrastructure. This state of affairs make big digital divide, which because of the war is still increasing. It is obvious that e-health would improve treatment in country like Ukraine, but it would be hard and costly to implement it. Firstly there are more important issues for example ending war and then implementing a new basic health care system in this area, which in our opinion would help in saving lives than in improving their conditions. We believe that WHO committee will focus not only on e-health system, but also on basic health care systems, which some countries did not implement, because of the lack of funds. As a delegation of Ukraine we can assure that our country will be willing to cooperate, but our resources do not allow to provide any financial or technological help. We would like to ask for this help in implementing basic health care system and e-health system. We wish everyone beneficial debates.
